In a blunt letter, Secretary of State Antony J. Blinken has urged the Afghan President to “accelerate peace talks” with the Taliban. The letter, along with a proposed draft plan for Afghan peace, was delivered by the U.S. Special Representative Zalmay Khalilzad.
